Strategic Planning to set a path for GSEM's future
In early 2009, Girl Scouts of Eastern Missouri embarked on a strategic planning process to define specific goals that will help move the council forward in carrying out the Girl Scout mission. Below is a summary of the plan for 2011-2013
Girl Scout Mission
Girl Scouting builds girls of courage, confidence and character, who make the world a better place.
The Girl Scout Leadership Experience engages girls in discovering self, connecting
with others, and taking action to make the world a better place.
These strategic priorities will enable our mission and service to girls. They reflect the essential work of our organization to best prepare for the future.

- Sustain and grow girl membership
- Develop girl membership models that optimize Pathways
- Attract, develop and retain quality volunteers and staff
PROGRAM & PROPERTIES
- Focus Pathway programs on Journeys and Leadership Development
- Evaluate properties for alignment with members’ needs
- Maximize participation in product program activities
MARKETING
- Develop new brand strategy for GSEM which consistently conveys the value of the Girl Scout leadership experience.
FUND DEVELOPMENT
- Build and diversify donor network and funding base
- Increase the Board of Directors role in fund-raising
FINANCE & ADMINISTRATION
- Prudently manage risk and maximize all financial resources
- Invest in technology to improve efficiencies
Note: Detailed goals and outcomes are established by year and will be evaluated periodically to assess progress and implement improvements in the best interest of girls.
